GLaWAC and Blue Mackerel Build a New Model for Offshore Wind

The Gunaikurnai Land and Waters Aboriginal Corporation (GLaWAC) has signed an Engagement Agreement with the developers of the proposed Blue Mackerel Offshore Wind Project, reinforcing GLaWAC’s leadership in shaping how large-scale renewable energy projects engage with Traditional Owners from the outset.

This agreement marks an important milestone, ensuring that Gunaikurnai people are actively involved in the early feasibility stage of the project, which aims to deliver up to 1 gigawatt (GW) of renewable energy by 2032 — enough to power more than half a million Victorian homes.

The agreement is not an endorsement of the project. Instead, it creates a structured pathway for GLaWAC to advocate for the rights, interests and aspirations of the Gunaikurnai community throughout the feasibility phase. It allows GLaWAC to work proactively on key areas such as protecting cultural heritage, exploring employment and training opportunities, and ensuring any potential development supports sustainable economic outcomes and includes meaningful community engagement.

Should the project advance beyond feasibility, GLaWAC will engage directly with members to determine the next steps. All decisions will be guided by the principles of respect for Country, transparency, and alignment with the community’s values and priorities.

GLaWAC Acting CEO Charee Smith said the agreement is about Gunaikurnai people being involved early and on their own terms.

“It’s not an endorsement of the project, although it reflects a shared commitment to respectful engagement. The Gunaikurnai voice must be part of every conversation from here.”

This agreement is part of a broader strategy to ensure that any renewable energy planning and development on Gunaikurnai Country involves Traditional Owners in meaningful, decision-making roles. It reflects GLaWAC’s ongoing commitment to leading with integrity, putting community interests first, and building partnerships that reflect mutual respect.
